EINUM i
Consulting -Engineering* Remediation 10324 Placer Lane
^ Suite 200
{Sacramento,CA 95827
February 16, 1998 (916)362-7100
Project No. 8716002.100 FAX(916)362-8100
http://www.ensr.com
Mr. Dave Deaner
State Water Resources Control Board
Division of Clean Water Programs, UST Cleanup Fund
P.O. Box 944212
Sacramento, California 94244-2120
Subject: Petition For Case Closure Review
Lopez Property, Site Code: 1930
26500 Nowell Road
Thornton, California
Dear Mr. Deaner:
ENSR, on behalf of Ms. Pamela Lopez, is submitting this petition for case closure review for the
subject property located at 26500 Nowell Road, Thomton, Califomia (refer to Figure 'I -- Site Vicinity
Map and Figure 2 — Site Map). Ms. Lopez believes that corrective actions regarding a 500-gallon
gasoline underground storage tank (UST), removed in October 1989, have been satisfactorily
implemented.
Introduction
Pursuant to Senate Bill 562, Ms. Lopez is requesting the Fund Manager to review her request for case
closure. The request for case closure is based on the following criteria:
• The source of contamination has been removed;
• The site has been adequately characterized;
• Impacted Soil at the site does not appear to be impacting the shallow ground water; and
• The site presents no significant risk to human health or the environment
In a letter dated January 3, 1997 the San Joaquin County, Environmental Health Division (SJCEHD)
requested a corrective action plan for further evaluating the fate of contaminates in soil and ground
water beneath the site (Attachment 3).
Ms. Lopez submitted a Fugro proposal dated January 15, 1997, for additional ground water
assessment to the Fund Manager for pre-approval (Attachment 4). The Fund Manager responded by
sending Ms. Lopez a copy of the Cal/EPA letter dated January 3, 1997, regarding Senate Bill 562
(Attachment 5)
Site History
The subject site is a private residence located in a rural portion of Thornton, California. Ms. Lopez
purchased the subject site in 1979 with an existing 500-gallon-capacity gasoline UST on the property_
According to the previous property owners, the UST had not been used for 10 to 15 years.
8716002.CLS: ..
