Please note that PHSIEHD has <br /> prepared the following comments for your consideration and response. <br /> PHS/EHD in correspondence dated September 26, 1996 requested notice at least two <br /> working days prior to any field activities and that field notes be submitted for field <br /> activities associated with the third quarter groundwater sampling event and that field notes <br /> be submitted within quarterly reports. Unfortunately, notification did not occur for this <br /> fourth quarter sampling event. In fact, I had other field work in Thornton on the date of <br /> sampling and would have been able to review field methodologies. Field notes should be <br /> submitted immediately. You should contact me before you schedule groundwater sampling l <br /> and at least two working days prior to the sampling event. <br /> The report stated that the soil plume is stable and that no water wells appear likely to be <br /> impacted. Please note that there is an onsite well and PHS/EHD has not received analytical <br /> results demonstrating that this well has not been impacted., The petroleum hydrocarbon <br /> contamination which was evidenced to 33 feet in SBA2 indicate a vertical migration of <br /> contaminants that may not be detected in the shallow groundwater monitoring wells on <br /> site. The depth to groundwater has varied considerably since their installation in February <br /> 1996: 4.84' (2196), 9.18' (8/96) and 7.97' (11/96). The three monitoring wells were <br /> drilled to a total depth of approximately 20 feet and screened between 3 and 20 feet. <br /> Given the considerable amount of soil and groundwater contamination which was <br /> evidenced at a greater depth than the most recently reported depth to the groundwater <br /> table, additional evaluation of the environmental fate of the contamination will be <br /> necessary to demonstrate that the groundwater resource will not or has not been <br /> negatively impacted. <br /> The Underground Storage Tank Regulations (Califomia Code of Regulations, Title 23, <br /> Division 3, Chapter 16, Article 1 1) clearly states that given conditions that require soil and <br /> water investigation, as already evidenced, that data will be collected "... to assess the <br /> nature and vertical and lateral extent of the release and to determine a cost-effective <br /> method of cleanup." <br /> r <br /> A Division of San Joaquin County Health Care Semites <br />
