SPCC Plan — Williams Tank Lines - Stockton, CA <br /> Uc3a l <br /> c(oc�� t0'� <br /> Prevention Systems 40 CFR 112.7(c) <br /> The following means have been evaluated for the containment or diversion of a <br /> potential discharge. At a minimum one of the following prevention systems or its <br /> equivalence must be used. <br /> For onshore facilities: <br /> a. Dikes, berms, retaining wall, containment area sufficiently impervious <br /> to contain the product (40 CFR 112.7 (c)(1)(i)) <br /> b. Curbing (40 CFR 112.7(c)(1)(ii)) <br /> c. Culverts, gutters and other drainage systems (40 CFR 112.7(c)(1)(iii)) <br /> d. Weirs, booms or other barriers (40 CFR 112.7(c)(1)(iv)) <br /> e. Spill diversion ponds (40 CFR 112.7(c)(1)(v)) <br /> f. Retention ponds (40 CFR 112.7(c)(1)(vi)) <br /> g. Sorbent materials (40 CFR 112.7(c)(1)(vii)) <br /> The facility makes use of a cement floor, concrete walls, tanks on concrete, and <br /> control valves for their containment area holding their 12,000 gallon #2 Diesel fuel tank. <br /> The waste oil containment consists of two X20 gallon IBC totes securely located on a <br /> steel spill pallet that has the capacity to hold the entire volume of both IBC totes. The <br /> facility's diesel retained trans-mix product is stored in a 240 gallon single wall steel UL <br /> 142 tank that is securely located inside a containment pan. Key facility staff is trained for <br /> spill prevention and spill clean-up. The facility is inspected monthly for visible signs of <br /> troubles, and recorded in their SPCC Plan. Absorbent materials are on site and readily <br /> available for use. The underground drain leading to the three part oil/water separator <br /> tank located next to the IBC tote storage area of the facility. The area can contain any <br /> liquid drainage that occurs from the truck shop and aboveground tank area. The three <br /> part oil/water separator is the last stop for discharge, spills, drainage or precipitation <br /> from the facility. <br /> The 12,000 gallon #2 Diesel fuel oil product tank located outside is a UL 142 <br /> single wall steel protected by a concrete and cement block wall. No fuel or oil product <br /> leak is expected from this tank and if a containment failure were to occur the <br /> containment wall has the capacity to hold the entire contents of the fuel oil product tank. <br /> In the event that oil products are discharged into the underground three part <br /> oil/water separator the liquids will be disposed of, if needed. Any discharge or spill will <br /> be monitored by Williams Tank Lines management to ensure that safety is addressed <br /> and that all waste is contained, transported and disposed of in a proper manner. <br /> Any and all discharges of oil products will be reported to the Regional Authority <br /> (RA) San Joaquin County Environmental Health Division — 209 —468-3420 and the San <br /> Joaquin County OES - 209-953-6200. <br /> George W.Lowry Oil,Inc. 24 <br /> Environmental Services Division <br /> 2010 <br />
