Your discharge is governed by Waste <br /> Discharge Requirements (WDR) Order No. 11-23. We have concluded that no <br /> modification of your WDRs is necessary for you to make the proposed' change in <br /> your discharge based on the .following findings. <br /> 1. The proposed change consists of the addition of effluent from a ground water <br /> treatment system. <br /> 2. The activated carbon treatment system will remove all hydrocarbon <br /> contaminants to below detection limits. <br /> 3.
