s ' <br /> t <br /> PROPOSAL FOR <br /> PROFESSIONAL ENGINEERING SERVICES- <br /> GROUNDWATER REMEDIATION AND SITE CLOSURE <br /> TRI VALLEY GROWERS - PLANT T <br /> THORNTON, CALIFORNIA <br /> SECOR International Incorporated (SECOR) is pleased to respond to your request for proposal for <br /> remediation and closure of soil and,groundwater affected by petroleum hydrocarbons at the Forklift <br /> Shop, located at Plant 7 in Thornton, California (Site). Our approach described in the following <br /> proposed Scope of Services includes: <br /> + Continuation of the Quarterly Monitoring Program, with modifications, <br /> • Preparation and negotiation of a Final Remedial Plan. <br /> Several additional work elements would follow these initial tasks, contingent upon regulatory <br /> approval. These efforts would include: <br /> • Installation of a simple groundwater extraction system, <br /> + Establishment.of a bioremediation cell for the management of soils affected by <br /> petroleum hydrocarbons, <br /> • Installation of a cost-effective treatment system for extracted groundwater. <br /> Following a requisite number of groundwater monitoring events which indicate reduced <br /> concentrations of benzene detected in samples collected from well MW-4, to concentrations <br /> acceptable to PHS/EHD, a Site Closure Report will be prepared, in accordance with RWQCB <br /> guidelines. <br /> BACKGROUND <br /> We have reviewed reports prepared regarding previous soil and groundwater investigations which <br /> have been conducted at this Site. Five underground storage tanks (UST's) were removed from the <br /> Site in February 1987.
