E <br /> Y A photocopy of an excerpt of the Tri Regional Guidelines(Appendix A) is provided for your review. <br /> The FRP scope is described on pages A-13 and A-14, and our proposed approach is outlined below <br /> as it relates to the Plant T Site. TVG will provide SECOR with available Plant T facility maps and <br /> copies of other reports not provided previously. The FRP must include descriptions of the <br /> following: <br /> • Site Plan with accurate definition of work areas; <br /> • Results of hydrogeologic evaluations; " <br /> II <br /> • Remedial activity descriptions such as soil removal activities, installation of <br /> additional subsurface structures, installation of paved surfaces and stormwater runoff <br /> controls; <br /> Treatment of affected soil volumes (bioremediation cell construction, management <br /> and monitoring); . <br /> • Treatment of affected groundwater volumes(installation of a subsurface groundwater <br /> collection system and appropriate treatment technology); <br /> • Limited feasibility analysis including conceptual capture zone analysis for <br /> groundwater affected by petroleum hydrocarbons; <br /> • Description of site safety measures for remedial activities; <br /> • Schedules for'remedial plan implementation. <br /> Our experience in preparing FRPs and remedial action-plans for similar sites in San Joaquin County <br /> will ensure that the document is acceptable-to PHS/EHD,and prepared in a manner which advocates <br /> TV G's concern for a sensible and cost-effective solution. <br /> The budget assumes that a draft FRP will be submitted to TVG for their review and comment prior <br /> to releasing the document to the PHS/EHD. The review comments from TVG are not anticipated <br /> to be extensive or require significant revision. The proposed budget further assumes that only one <br /> meeting between the regulatory agencies and TVG/SECOR will be necessary to discuss the agencies' <br /> review comments. <br /> Conceptual Scope of Services <br /> Although the exact Scope of Work for the activities following the approval of the FRP cannot be <br /> described at this time, we have provided a conceptual description of each Task proposed. Similarly, <br /> we are not able to provide specific cost estimates, only conceptual cost ranges. <br />! Task 4.0 Installation of Groundwater Drainage Stern <br /> The activities of this Task will include: <br /> • detailed design and installation of a plastic,horizontal drain line in the vicinity of the <br /> former gasoline tank excavation; <br /> Tri Valley Growers ^ SECOR' <br /> T'1130P.rp: lune I.1995 <br />
