PUBLrC HEALTH SERVICESAQuN c
SAN JOAQUI N COUNTY r'
JOG]KHANNA IN1.D-M.P.H.
Health Officer
P.Q. Box 2009 • (1601 East Hazelton Avenue) • Stockton,California 95201 oq i k o
(209)468-3400
JUAN QUIJANO CL i_i
J
TRI VALLEY GROWERS ASSOCIATION
ENVIRONMENTAL SERVICES
P O BOX 1211 FEB 2 5 199-
MODESTO CA 95353
RE: Tri Valley Plant T SITE CODE. 1920
26200 North Galt Road
Thornton CA 95686
A beneficial meeting was recently held on February 16, 1993 and was attended by yourself, Chris Dozier,
Bob Bennett, Chris Savage, and Dan Wallace representing Tri Valley Growers. Bill Channell represented
RESNA Industries. San Joaquin County Public Health Services, Environmental Health Division
(PHS/EHD) was represented by Margaret Lagorio and Mary Meays. PHS/EHD has prepared the following
comments to summarize the meeting.
The meeting began with a discussion of historical data including, residual soil contamination, soil lithology
and graphic representation of analytical results since the current groundwater remediation system became
operational. Next the use and construction of the neighboring domestic well was discussed. It is thought
that the well is used for irrigation. The well's construction is unknown, but it is thought to have been
installed in the 1920's.
Tri Valley representatives indicated that for at least the next two years Tri Valley's financial resources,
available for remediation at this site, would be limited.
The current groundwater remediation system, groundwater extraction and treatment followed by discharge
under NPDES permit, is relatively inexpensive and will continue to be used until such time as groundwater
remediation is no longer necessary. PHS/EHD staff indicated that evaluation of analytical results from the
remediation system has not shown significant decreases in petroleum hydrocarbon contamination.
PHS/EHD staff did agree that the system appeared to be providing groundwater contamination plume
containment, but felt that the system was having limited success, in removing contaminants.
The remediation of residual soil contamination will not commence until additional funds are available.
PHS/EHD staff expressed concern that without soil remediation occurring simultaneously, groundwater
would continue to be impacted by soil contaminants leaching into groundwater.
Agreements which were reached during the meeting for additional work and evaluation are listed below.
1. Continued quarterly monitoring with groundwater sampling at the current frequency.
Monitoring wells, MW1 and MW6, and the remediation system influent (MW4) and
effluent, are sampled quarterly. Monitoring wells MW2, MW3, and MW5 are sampled
twice yearly.
A Division of San Joaquin County Health C-are Services 1i1
