SPILL RESPONSE PLAN <br /> CITY OF RIPON—FUELING STATION <br /> 240 Doak Boulevard <br /> Ripon, California 95366 <br /> When a spill is detected, these steps should be followed to prevent injury and control the material from <br /> entering the storm water system. Remember City of Ripon priorities: Protection of LIFE, then the <br /> ENVIRONMENT, and finally our PROPERTY. It is City of Ripon policy to conduct its business in an <br /> environmentally responsible manner, in full compliance with applicable federal, state and local <br /> environmental laws, and to continually improve its environmental performance. However, City of Ripon <br /> personnel should NEVER endanger their lives to protect the environment or property. <br /> 1. Carefully identify and determine the immediate safety hazard(fire,explosion,contact or vapor)of <br /> the material leaking and/or spilled. Contact your immediate Supervisor and the Facility Response <br /> Coordinator immediately if you suspect a hazardous condition exists and wait for outside assistance if <br /> you are unsure how containment should be safely implemented. <br /> 2. If it is deemed safe,take immediate action to prevent further release or discharge of the substance <br /> (i.e., protect the environment). Only if it can be done safely, protect storm water drains from <br /> contaminated runoff. Efforts should be made to limit the extent of the spill. This can be accomplished <br /> by using absorption pads, booms, sand or soil. Never attempt to control a spill if you do not have the <br /> appropriate personal protective equipment. Safety first! <br /> 3. Secure the scene and keep any personnel not assisting with the cleanup away from the spill. The <br /> clean-up of any hazardous condition that presents an imminent safety threat to the public or Facility <br /> personnel must not be attempted. <br /> 4. Notify the Facility Response Coordinator. Hazardous materials spills that cannot be handled safely <br /> by Facility personnel should be immediately referred to the Facility Response Coordinator. <br /> 5. The Facility Response Coordinator or their designee will complete the "Spill Reporting Form" and <br /> using the "Emergency Response Agency Notification Form" notify local, State, and Federal agencies <br /> of the oil/release/discharge, once the hazardous conditions have been mitigated. <br /> 6. The "Spill Reporting Form" and the "Emergency Response Agency Notification Form" should be <br /> routed internally to the Facility Response Coordinator for review and submittal to external agencies. <br />
