h ) Underground storage tank quantity measurements shall be based on liquid level measurements <br /> which are: <br /> ( 1 ) no additions or withdrawals are being made to the <br /> Performed during periods when <br /> underground storage tank; <br /> ( 2 ) Performed by the underground <br /> storage <br /> training;tkowner, operator, or other designated <br /> persons who have had appropriate <br /> ( 3 ) Based on the average of two readings if stick or tape measurements are used: <br /> ( 4 ) Determined by equipment capable of measuring the level of the product over the full <br /> range of the tank's height to the nearest one-eighth of a inch; <br /> ( 5 ) Determined by equipment capable of measuring, to the nearest one-eighth of an inch, <br /> water present in the bottom of the underground storage tank. If the underground <br /> storage tank is not level, and the measurements are taken manually, then the <br /> measurement should occur at the lowest end of the underground storage tank; <br /> ( g ) Measured at the center of the longitudinal axis of the underground storage tank if access <br /> is available or measured at the lowest end of the underground storage tank with a <br /> calibration measurement at both ends, if possible, to determine if any underground <br /> storage tank tilt exists and, if so, its magnitude; and <br /> ( 7 ) Converted to volume meashall nwhere feaible,on atakeb <br /> ents calibration <br /> account for the the actual d tilt of he <br /> round <br /> storage tank. Said statement shall be executed <br /> ( k) If the monthly inventory reconciliation, conducted under subsection (i) of this section, <br /> exceeds the allowable variation, the owner oroperator as'appop <br /> riate( 1 ) Notify the local agency of a suspected unauthorized release within 24 hours of <br /> completing any inventory reconciliation which exceeds the allowable variation; <br /> ( 2 ) Within 24 hours of discovering a variation which exceeds the allowable variation, <br /> review the inventory records for the preceding 30 days and determine if a calculation <br /> error exists that caused the apparent excessive variation. <br />
