Recommendation- Based on the following criteria, the Fund recommends this <br /> site be considered for closure providing the potential for soil vapor migration is <br /> assessed and determined safe for prescribed site activities, public participation <br /> and fee title notifications are conducted, and the monitoring wells are <br /> appropriately abandoned. <br /> • The source of the UST release has been identified and removed: <br /> • Free-phase product in groundwater has been removed to the full extent <br /> practicable, in accordance with the UST Regulations (Title 23, CCR, <br /> Section 2655). <br /> • Contaminants remaining in the vadose zone cannot migrate in soil vapor <br /> or leach at concentrations that would cause groundwater to exceed water <br /> quality objectives. k <br /> • ;There areno existing water supply wells, surface waters or other <br /> receptors threatened by'the remaining contaminants in'soil or <br /> groundwater. <br /> • Pollutants remaining in groundwater do not create or threaten,to create <br /> risk to human health and safety, or to future beneficial use(s) of the <br /> groundwater: <br /> • The plume size is stable and sufficiently delineated in lateral and vertical <br /> extent and contaminant concentrations detected in groundwater show a <br /> decreasing trend with time. <br /> In summary, the remaining mass of hydrocarbons in soil and groundwater is minor, the <br /> extent of contamination.is defined, the groundwater plume is shrinking, and Water <br /> Quality Objectives will be achieved in a few years. <br /> /_�vf/ <br /> Kirk Larson, P.G.
