4 <br /> Mr. Allen Fetters Page 2 of 2 <br /> Ripon Farm Service Incorporated 01 April 2011 <br /> 932 South Highway 99 Frontage Road <br /> As it has come to appear that there may not be an authoritative guideline supporting the <br /> methodology utilized to interpret the original data as was reported, the EHD provided a path <br /> around the issue by the letter dated 13 December 2010, that directed you to recollect the three <br /> soil gas samples on solid adsorbent TO-17 tubes for analysis of total petroleum hydrocarbons <br /> quantified as diesel (TPH-d) by method TO-17. The soil gas results were due to this office by 23 <br /> February 2011. To date, the EHD has not received the soil gas analytical report. <br /> To provide another chance to produce the authoritative guideline, the EHD also directed you to <br /> submit a technical justification, supported by the authoritative guidance, for the methodology <br /> used to enter the soil gas data for total petroleum hydrocarbons quantified as gasoline (TPH-g) <br /> into the Johnson and Ettinger Model to determine the potential risk posed by soil gas intrusion <br /> into buildings at your site. To date, the EHD has not received a response to this request that <br /> was due to this office by 13 January 2011. <br /> As a final attempt to resolve this issue, the EHD has scheduled an office meeting with you in our <br /> office (address on letterhead) on 27 April 2011 at 10:00 a.m. At this meeting we can discuss <br /> possible solutions to the problem and set a schedule to follow to get your site closed.
