Highway 99, Stockton, CA <br /> Dear Mr. Barton: <br /> Pursuant to your letter dated December 3, 2003, Ground Zero Analysis, Inc. (Ground Zero) is <br /> submitting this report on behalf of Mr. Ray Baglietto and Mr. Frank Rauzi to summarize issues <br /> related to contaminant breakthrough of carbon on November 17, 2003. <br /> CHRONOLOGY <br /> November 5, 2003: Initial startup of interim treatment system and sampling from the treatment <br /> system influent(INF), effluent(EFF) and after the lead carbon unit(CI). <br /> November 7, 2003: Ground Zero notified by laboratory that C 1 and EFF non-detect (ND) for <br /> volatile organic constituents (VOCs) including MTBE. <br /> NoVember..10, 2003: Sampling from INF, EFF, and.C 1 after. approximately 4,2.20 gallons of water <br /> treated through carbon units. <br /> November 14, 2003: Ground Zero notified by laboratory that the sample collected from C1 on <br /> November 10, 2003 contained 17 parts per billion (ppb) MTBE, but no other detectable VOCs. <br /> The sample collected from EFF was ND for VOCs. Given the low level breakthrough in C1 and <br /> the ND results in EFF, the system was allowed to operate over the weekend pending results of the <br /> scheduled -November 17 sampling. Ground Zero contacted Carbon Resources to schedule <br /> replacement of carbon. <br /> November 17, 2003: Sampling from INF, EFF, and Cl after approximately 18,445 gallons of <br /> water treated through carbon units. 24-hour turnaround requested on results. <br />
