(Ground Zero) on <br /> July 22, 2003, Ground Zero requested a post-meeting discussion with the San Joaquin <br /> County Environmental Health Department (EHD) registered geologist regarding EHD's <br /> disapproval of the conductor casing for the proposed deep monitoring well. In a letter dated <br /> July 22, 2003, EHD requested the deeper well along with the proposed shallow wells be <br /> installed by September 22,2003. However,if a conductor casing is approved, an option to <br /> install the deep wells by November 1, 2003 was given since it would have to be installed in a <br /> separate mobilization using different sub-contractors. <br /> In a telephone conference between Ground Zero and EHD on July 31, 2003, EHD <br /> maintained that a conductor casing is not currently approved since it has not been <br /> demonstrated to be either required or cost-effective. EHD requested the proposed shallow <br /> monitoring wells and the deep monitoring well be installed by September 22, 2003 in the <br /> same mobilization in order to minimize incurrence of any unwarranted additional cost. <br /> Should site conditions encountered during installation of the wells justify use of a conductor <br /> casing, Ground Zero can exercise good professional judgment and install the conductor <br /> casing. <br /> Please direct any questions to Jeffrey Wong at (209) 468-0335. + <br /> Donna Heran, REHS, Director <br /> Environmental Health Department <br /> Jeffrey Wong, Senior REHS Nuel C.
