(Ground Zero). Monitoring Well#1 (MW-1) was not sampled during the months of
August and November 2001 due to the presence of free product. Compared to the previous
quarter (August samples), the concentration of methyl tert-butyl ether (MTBE) in
groundwater samples from MW-3 and MW-6 rose to 4,900 and 3,700 micrograms per liter
(µg/L), respectively,but fell to 12,000 Etg/L in MW-4 . Groundwater depression was again
depicted around the recently destroyed water supply well at the site.
The extent of the groundwater contamination plume is not defined. Due to the continual
detection of high concentrations of MTBE in the groundwater samples of the north-most
well MW-6, and the presence of private drinking water wells north of the site, there is great
urgency to define the groundwater plume and implement measures to control the plume
from impacting the existing private drinking water wells. Submit a work plan that will define
the extent of the contamination plume in groundwater to EHD by May 15,2002.
According to Step 3 within the State Water Resources Control Board (SWRCB) Guidelines
for Investigation and Cleanup of MTBE and other Oxygenates final draft dated 30 March
2000, sites with persistent concentrations of MTBE over 10,000 ppb should perform interim
remediation to reduce the concentrations and mass before the plume can spread.
According to the SV,/RCB Guidelines geologic data should be gathered and used to estimate
the approximate travel time for the contaminant plume to reach nearby receptors. If the
contaminant travel time to the nearest receptor is estimated to be less than 5 years, then a
remedial action plan should be implemented in less than a year. Submit a work plan to
evaluate feasibility and cost-effectiveness of at least two remediation alternatives that will
control the contamination plume to EHD by June 1,2002.
For the fourth time since the sampling event in September 2000, a groundwater depression
around the now destroyed water supply well was again reported in the report. Groundwater
gradient flow direction previously has alternated between the north and the east. EHD
