This report describes the installation and sampling of four monitoring
wells in October 1999, and video logging and sampling of the =-site water supply well in February
2000. The report also indicates that your on-site water supply well is impacted with gasoline and methyl
tertiary butyl ether(MtBE), and likely acts as a conduit for shall-mv contamination to pollute the deeper
groundwater aquifer(s). Therefore, this well must be replaced.
On 11 May 1998 and again on 21 July 1999 San Joaquin Courivy Environmental Health staff requested
you to submit a comprehensive well receptor survey as part of a preliminary soil and groundwater
investigation. To date, this well receptor survey has not been r zeived by County or Regional Board
staffs.
You have failed to complete and submit quarterly monitoring as required. The October 1999 sampling
and analysis results were not submitted to the County and Regional Board until April 2000. Quarterly
monitoring reports are due by the end of the month following the quarter in which samples were taken.
In addition, the October 1999 sampling and analysis data demonstrate that you have not defined the
vertical and lateral extent of the plume. The extent of the plumz-must be defined quickly to determine
the threat to surrounding water users.
In order to protect beneficial uses of groundwater in the immecuate area, you must:
1. Submit a pian and schedule by 26 May 2000 to replace xbe water supply at the Speedy Mart with
an alternate (potable)water supply.
2. Submit a report describing the results of a complete sen5irive receptor survey of all water supply
wells and sensitive receptors within 2,000 feet of your site boundaries by 26 June 2000. All
receptor locations must be plotted on a map, and a table of pertinent information and any
available well logs provided.
California Environmental Protection Agency
ea Recycled Paper
