8200 N. Highway 99 %/ June 1, 2010
Speedy Foods page 2
plume of contamination will not migrate offsite within the next 30 years. Furthermore,
attenuation projections predict adequate natural attenuation of contaminants of concern
within four to five years.
This site is located in a semi-rural area of Stockton and is surrounded on two sides by
several properties that have domestic water supply wells. Sampling of groundwater from
seven of these wells has been done on a routine basis during groundwater and sampling
events conducted at the site since 2003. No detections of contamination were ever reported
in any of these wells. Additionally, no detections of contaminants have been reported in
many of the groundwater monitoring wells installed as part of the site investigation. In the
interest of removing the threat posed by these artificial conduits, all of which are located in an
unpaved vacant lot, and several of which are more than 100 feet deep, the EHD directs
submittal of a work plan to begin destroying the wells no longer necessary for the site
investigation. The EHD recommends consideration of destruction of wells MW-5, MW-7,
MW-8, MW-10, MW-11, MW-14B, MWA5, MW-16, MWA7B, MW-18C, MW-19D and EW-2.
The work plan is due for submittal to the EHD no later than July 16, 2010.
In order to continue review of the site for low-risk closure, please provide the following:
1. A calculation of contaminant mass remaining in both soil and groundwater.
2. A discussion of the potential vapor intrusion threat from the remaining contamination
in both soil and groundwater. If it is determined that vapor sampling is necessary,
please provide a work plan to the EHD.
3. A human health risk assessment (HHRA) which can be an evaluation of residual
contamination concentrations to the San Francisco Bay Regional Water Quality
Control Board environmental screening levels (SFBRWQCB-ESL's).
4. All other requirements of the Tri-Regional Guidelines Appendix A.
If you have any questions please call Lori Duncan at (209)468-0337.
Sincerely,
Lori Duncan, REHS Nuel Henderson, Jr., PG
Senior Registered Environmental Health Specialist Engineering Geologist
c: James Barton, CVRWQCB, 11020 Sun Center Drive#200, Rancho Cordova, CA 95670
Eric Price, Ground Zero Analysis, 1714 Main Street, Escalon CA 95320
