R5-2003-0044-12
I have reviewed your consultant Ground Zero Analysis, Inc (GZA) email request to use Redux 380, a water
descaling additive to process water in your interim groundwater pump and treatment system (GWP&TS).
GZA states that the Redux 380 additive will reduce the maintenance to the GWP&TS and extend the life of
the carbon substrate by suspending general minerals that now clog the air stripper and granulated activated
carbon units. The information provided by the vendor(Attachment) claims Redux 380 will, worst case
scenario, cause negligible harm to the water quality of the treated water. The addition of a descaling
additive to the process water does not constitute a major change to the treatment system and does represent
Best Practicable Treatment and Control technology. Nor does the addition of Redux 380 require additional
analytical analysis under R5-2003-0044-12.
The request is granted, provided Redux 380 does not adversely affect water quality or the ecosystem in the
discharge area. Continue testing for all general minerals, including chloride, nitrates and sulfate, total
dissolved solids, specific conductance, and pH. If water quality goals are not met, your consultant shall
immediately suspend GWP&TS operations and ascertain the cause of the problem, prior to restarting the
GWP&TS with Regional Board approval. _
If you have any questions, please telephone me at (916) 464-4615, or email me at
jbarton@waterboards.ca.gov.
JAMES L.
