HIGHWAY 99, <br /> STOCKTON, SAN JOAQUIN COUNTY <br /> Speedy Foods is in violation of Regional Board Order No.R5-2003-004412(General Order)for discharge of <br /> petroleum hydrocarbons, including MtBE,to land from the groundwater pump and treatment system(GWP&TS). <br /> Discharge Prohibition B.10 within the General Order states "The discharge of treated groundwater that has the <br /> potential to degrade the receiving groundwater quality, is prohibited". i <br /> The GWP&TS at your site located at 8200 N. Highway 99, Stockton was shut down at 1830 hours on <br /> 31 May 2005 due to the breakthrough of pollution (Breakthrough)which caused an unauthorized discharge from <br /> the GWP&TS of petroleum hydrocarbons, including MtBE, to land. On 1 June 2005,your consultant, Ground Zero <br /> Analysis,Inc. (GZA) informed Regional Board staff of the violation. On 2 June 2005, an electronic mail (email) <br /> was submitted to the San Joaquin County Environmental Health Department(SJCEHD) and Regional Board staff <br /> (Mr.Barton)by John Lane of GZA. The email gave an explanation of the events leading to the unauthorized <br /> discharge. When Mr. Barton returned to the office on 14 June 2005, he called John Lane of GZA and requested <br /> submittal of•a letter report, containing calculations of the volume of petroleum hydrocarbons released to the <br /> environment and the proposed steps to reduce the likelihood of future unauthorized discharges. Since the depth to <br /> groundwater at your site is over 60 feet and Quarterly monitoring was scheduled for the next day, he did not require <br /> additional groundwater monitoring. On 15 June 2004 Mr.Barton and Jeff Wong of SJCEHD met at your site with <br /> GZA to discuss the spill. At that time GZA promised that a full report would be submitted to SJCEHD and the <br /> Regional Board as soon as possible. On 7 July, Mr.Barton received a mailed copy (a fax copy was received on <br /> 6 July 2005)of Report of Carbon Breakthrough, Interim Groundwater Treatment System(Report). <br /> The Report provides a chronology of events prior to, and after the discharge. The following is a summary of the <br /> chronology as related to this Notice of Violation: <br /> • 2-24-2005: "Scaling noted in (1"in line, or Lead)carbon unit C2...taken offline for acid wash pursuant to <br /> recommendations by contractor and carbon supplier... " <br /> • 3-8-2005: "Conducted acid wash of(Lead)carbon unit C2..." <br /> • 3-18-2005: "Lead carbon unit C2 bypassed again due to scaling...
