(Ground Zero), has prepared this application for an Authority to Construct <br /> (ATC) for a Mako Industries/Solleco thermal/catalytic oxidizer, model 400 TCAT, rated at 450 standard <br /> cubic feet per minute (scfm). The remediation system will operate at the Speedy Foods site at 8200 <br /> North Highway 99, Stockton, California: The site location is show on Figure I1. - <br /> This letter application presents a background and summary of previous environmental work conducted at <br /> the site and a summary of the proposed vapor extraction_,system .and.emissions control:device. The' <br /> following items are enclosed: , <br /> • Enclosure 1. A check for$60.00 for the application fee. <br /> • Enclosure 2. Permit Application for Authority to Construct (ATC) for a new emissions unit. <br /> The enclosure also the Supplemental Application Form for Soil and Groundwater Remediation <br /> as required by the District, as well as various maps and diagrams showing the facility location, <br /> equipment location,process instrumentation diagram and other supporting data. <br /> SITE BACKGROUND ' <br /> Source Removal Excavation e i <br /> a ' <br /> On January 28, 1998; three 8,000-gallon gasoline underground storage'tanks (USTs), dispensers, <br /> and associated piping were removed from the property: Soil contamination was' noted during <br /> Groundwater in wells MWl, MW2, MW3, MW4, MW5, MW6, MW 12, EW2, and V W 1 in the <br /> shallow aquifer beneath the site have been impacted with MTBE, but only wells MW1, MW2, and <br /> VW1 are impacted with; TPHg and BTEX constituents.
