Carbon Resources indicated a two-week scheduling lag existed. <br /> Carbon Resources notified Ground Zero the following week that the Speedy Mart site was <br /> scheduled for December 1, 2003. In the interim, upon notification of the breakthrough of C 1 on <br /> November 14, Ground Zero scheduled treatment system sampling for the next working day, <br /> November 17, 2003, on a quick turnaround. The treatment system was immediately shut down <br /> on November 18 upon verbal notification of MTBE detection in the effluent. <br /> 3. Breakthrough of two 2,000-pound GAC units occurred in less than 10 days. The proposed <br /> corrective action is to add a 200 pound canister (a S% increase in GAC). Regional Board staff <br /> believe that this is a completely inadequate responselsolution to the problem. <br /> The proposed 200-pound canister is not the sole response/solution to the problem. This small <br /> canister is considered a supplement to the lag 2000-pound GAC, as the criteria for replacing the <br /> carbon will remain-break-through-in-C1.-T-he-rapid-break through-of-the carbon_may.hav_e been <br /> due in part to initial start up of the treatment system, when excessive drawdown of the well <br /> likely resulted in some free product being pumped through the GAC unit(s). In addition, as <br /> stated in the November 24, 2003 faxed notification to your office, Ground Zero is evaluating air <br /> stripper systems that could be added to the treatment system.
