The Regional Board adopted a Water Quality Control Plan, Fourth Edition, for the <br /> Sacramento and San Joaquin River Basins and a Water Quality Control Plan, Second <br /> Edition, for the Tulare Lake Basin (hereafter Basin Plans). The Basin Plans designate <br /> beneficial uses, establish water quality objectives, and contain implementation programs <br /> and policies to achieve water quality objectives for all waters of the Basins. These <br /> requirements implement the Basin Plans. <br />
