HIGHWAY 99 <br /> S , S <br /> have reviewed Quarterly Groundwater Monitoring and Treatment System Operational Report, <br /> April through June 2006 (Report), received 30 August 2006, submitted on your behalf by <br /> Ground Zero Analysis, Inc (GZA). The Report requests a reduction,in treatment system <br /> monitoring under the California Regional Water Quality Control Board, Central Valley Region <br /> (Regional Board) General Order For Land Disposal Of Groundwater or Surface Water From <br /> Cleanup Of Petroleum Pollution, Order No. R5-2003-0044, (General Order). The Report states <br /> "Based on the absence of carcinogenic polynuclear aromatic hydrocarbons in the influent and <br /> effluent waste streams...recommends discontinuing analysis of influent and effluent samples for <br /> these constituents (EPA 8310)." <br /> The polynuclear aromatic hydrocarbons (PAHs) analysis and reporting requirement was <br /> included in the General Order under theNovember 2003 Regional Board Executive Officer's.. <br /> 5 9 <br /> Notice Of Applicability, due to the higher-than-Water-Quality-Goals analytical reporting limits for <br /> PAHs in the Permit Application Report of Waste Discharge. <br /> 1. The General Order Effluent Limits table (pages 7 and 8, enclosed) lists all of the required <br /> PAHs under the footnote " <br /> 2. The General Order also includes a Monitoring and Reporting Program (MRP). The MRP <br /> table for Influent Monitoring (page 2, enclosed).states in part "...if three consecutive <br /> monthly sampling events result in a constituent having a non-detect concentration, at <br /> appropriate detection limits, and the constituent is not present in the groundwater, or <br /> surface water being treated, then the (Influent) sampling frequency shall be reduced to <br /> annually for that constituent." <br /> 3. Also, the MRP table for Effluent Monitoring (pages 2 and 3, enclosed) Footnote "� , #4)" <br /> states "if a constituent is not present in the influent sample, then the testing(for the <br /> Effluent sample) may be discontinued, upon approval by Regional Board staff, until <br /> detected in the influent (the Influent sample must continue to be analyzed and reported <br /> per the General Order). Appropriate quantitation (or reporting) limits are described in <br /> Part C.9 Effluent Limitations of this Order." <br /> 4.
