Section 4. Facility Operations (general)
4.1 Delivery and Entry Operations
Describe procedures for warning vehicles entering the facility to avoid damage to the storage
tanks and associated piping.
Entry/exit road restricts access, with fuel ASTs behind barriers to avoid contact with
vehicles. Warning signs are posted on the concrete fuel enclosure restricting access.
Types and locations of signage within the facility
Each entry/exit includes adequate signage for vehicles/personnel entering the facility, in
addition to signage on the enclosure, restricting parking only to authorized vehicles.
Describe procedures for loading/offloading product into each tank
Facility personnel supervise the transfer of petroleum product to diesel/gasoline cam-
lock fittings (see schematic on page). Following completion of fuel-transfer, facility
personnel check for leaks, lock all fittings and close the gated entry to the ASTs
themselves. The ASTs are in a separate concrete enclosure-closed area from public
access.
Describe whether/not/what type of quick drainage system is in the loading/unloading area.
There are storm drains for containment on this property, which the topography of the
facility would direct a spill towards and into the adjacent streets. The facility is
relatively flat and would allow for pooling of a small spill to recover the product from the
ground.
Describe any warning lights/alarms in the loading/unloading area
There is lighting throughout this facility on the fronts of the buildings adequate for
operations and loading/unloading at this facility.
Describe locks/safeguards on the loading/unloading delivery tanks (those who bring the
product into the tank)
The Fuel-provider uses a semi-truck with all fuel-chambers locked and secured during
entry/exit from the facility. Connections are locked with padlocks, keys held by the
Convenience store personnel.
4.2 Facility Drainage
Drainage from storage areas is controlled as follows (include operating description of valves,
pumps, ejectors , etc.)
For this, should product leak or be spilled onto ground, containment steps can be
immediately implemented to keep spills at tank location. Pad areas are concrete and
impermeable to petroleum products and should be observed to determine if product is
detected. Yard is concrete and semi-impermeable to product. The drainage of the
entire yard empties into the streets (adjacent area) from drains or to the East of facility.
35
