Section 5. Discharge/Spill Response & Resources <br /> Oil Spill Contingency Plan and a written Commitment of manpower, equipment, and <br /> materials <br /> This section describes the response and cleanup procedures in the event of an oil discharge. <br /> The uncontrolled discharge of oil to groundwater, surface water, or soil is prohibited by state <br /> and possibly federal laws. Immediate action must be taken to control, contain, and recover <br /> discharged product. <br /> In general, the following steps are taken: <br /> Eliminate potential spark sources; <br /> If possible and safe to do so, identify and shut down source of the <br /> discharge to stop the flow; <br /> Contain the discharge with sorbents, berms, fences, trenches, sandbags, <br /> or other material; <br /> Contact the Facility Manager or his/her alternate; <br /> Contact regulatory authorities and the response organization; and <br /> Collect and dispose of recovered products according to regulation. <br /> Evacuate unnecessary personnel or public, if required <br /> All personnel meet at general emergency meeting location <br /> If required, notify neighbors & adjoining property occupants <br /> Control the leak by shutting down equipment or controlling flow of product <br /> leaking: close valves, plug holes, set up barriers to flows, contain spill <br /> Use absorbents as necessary <br /> Once controlled, decontaminate people & equipment as necessary <br /> Avoid the spread of contamination <br /> Clean up materials such as absorbents or other spilled items, including <br /> contaminated soil, and place into hazardous waste 55 gallon drum for removal. <br /> Contact waste hauler to remove any hazardous waste <br /> Report incident as required. <br /> DO NOT UNDERTAKE ANY ACTION WHICH WOULD BE DANGEROUS TO <br /> YOU OR OTHERS, OR BEYOND YOUR TRAINING AND CAPABILITIES. IT IS <br /> IMPORTANT TO REMEMBER THAT A "DEAD"PERSON SAVES NO ONE! <br /> For the purpose of establishing appropriate response procedures, this SPCC Plan classifies <br /> discharges as either "minor" or "major," depending on the volume and characteristics of the <br /> material released. <br /> A list of Emergency Contacts is provided in Appendix H. The list is also posted at prominent <br /> locations throughout the facility. A list of discharge response material kept at the facility is <br /> included in Appendix J. <br /> 43 <br />
