Hwy 99 <br /> Acampo, CA <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) <br /> has reviewed the letter from your attorney Randall Yim, dated March 4, 1993, and the <br /> "Report of Findings and Proposed Work" dated March 3, 1993, prepared by Park <br /> Environmental for the above referenced site. <br /> As previously explained to your attorney Randall Yim in a phone conversation on <br /> March 3, 1993, PHS/EHD requires notification prior to any site activities. Observation of <br /> sample collection is an important aspect of our oversight. <br /> During sampling PHS/EHD staff ensures that samples are collected in any areas where <br /> odor or discoloration of soil are noted, that proper sampling protocol is followed and that <br /> the correct constituents are to be analyzed. <br /> The knowledge and communication that takes place during sample collection provides <br /> PHS/EHD staff confidence that the sample results are representative of site conditions. <br /> Park Environmental collected soil, samples from the stockpiled soil at the site on <br /> February 4, 1993 without notifying PHS/EHD staff. The samples were collected in glass <br /> jars instead of stainless steel or brass cylinders which is the preferred method. There <br /> were nine samples collected two feet into the stockpile and the laboratory composited <br /> the samples three to one. Soil sampling in order to justify placing the stockpiled soil <br /> back into the excavation should be discreet and the number of samples is based on the <br /> volume and appearance of the-soil. The stockpile was sampled in December 1991 and <br /> again in July 1992. The results of both samplings evidenced TPH-diesel, TPH-gasoline, <br /> Xylene and Ethyl-benzene. <br /> If PHS/EHD had been advised of the February 4, 1993 sampling we would have <br /> requested TPH-gasoline and BTEX constituents also be included in the analysis of the <br /> soil. PHS/EHD does not feel the sample results from the February 4, 1993 sampling are <br /> representative of the stockpile and this soil should not be placed back in the excavation. <br /> A Division of San Joaquin County Heaith tare%vrviccs 1(> <br />
