St, Sure: <br /> The San Joaquin County Department of Aviation (Stockton Metropolitan <br /> Airport ) , has reviewed the above-referenced Pre-Application with <br /> respect to those areas germane to the operations of the Stockton <br /> Metropolitan Airport. <br /> Although the 65 db "community noise equivalent level " (CNEL ) contours <br /> for Stockton Metropolitan Airport do not extend over the proposed pro- <br /> ject, the location of this church sanctuary, classrooms and residential <br /> unit will be subjected to periodic overflght activity and the "single <br /> event noise exposure level" (SENEL ) as this property lies beneath <br /> established approach and departure paths to the primary runway at <br /> Stockton Metropolitan Airport, Runway 29R. <br /> The airspace surrounding the Counties ' Airport must be preserved to <br /> allow for expansion of this transportation resource and to provide the <br /> Federal Aviation Administration with available options to develop and <br /> utilize the more sophisticated approach and departure facility equip- <br /> ment being integrated into the National Airspace System Plan . One of <br /> the newer facility equipment installations for navigation and approach <br /> is the Microwave Landing System (MLS ) . This system can make it <br /> possible for aircraft to follow precision curved and segmented flight <br /> paths which allow air traffic control the freedom to designate a <br /> variety of approach and departure flight tracks from previously unused <br /> flight patterns . <br /> To this end, the Department of Aviation is recommending that as a con- <br /> dition of approval, County Planning require the applicant to grant a <br /> Deed of Aviation and Hazard Easement to the County to protect the <br /> operational integrity of the Stockton Metropolitan Airport, now and for <br /> the future. <br /> Enclosed for the project application package is a Deed of Avigation and <br /> Hazard Easement. The intent of such easement is to grant to the County <br /> a perpetual, assignable easement permitting overflight of the property <br /> by aircraft, together with any inherent noise or other emissions which <br /> are inherent in the operation of aircraft.
