San Joaquin County Council of Governments <br /> Member Agencies:Cities of Escalon,Lathrop,Lodi,Manteca,Ripon,Stockton,Tracy,County of San Joaquin <br /> February 7, 1991 <br /> Mr. Steven St. Sure <br /> San Joaquin County Planning Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> RE: UP-91-14 <br /> Hmong Mission and Christian Alliance Church <br /> Stockton Metropolitan Airport <br /> Dear Mr. St. Sure: <br /> Thank you for referring the above-referenced proposal to the San Joaquin County <br /> Airport Land Use Commission for review and comment. <br /> The property is located 10,000 feet northwest of the Stockton Metropolitan <br /> Airport's 11-29 runway, partly within the FAR Part 77 Horizontal Imaginary Surface <br /> and partly within the Conical Imaginary Surface. The ALUC staff concerns relate to <br /> the noise sensitivity of the proposed uses, the potential of the retention pond to pose a <br /> bird hazard and the location of school facilities within 2 miles of the airport. <br /> This site is not within the high noise level noise contour, 65dB CNEL and above, but is <br /> subject to occasional overflight and single event disturbances. Churches and schools <br /> are considered noise sensitive uses and should be aware of these potential disturbances. <br /> For future protection of the airport, the ALUC recommends that the applicant be <br /> required to file an Avigation and Hazard Easement in favor of San Joaquin County and <br /> sign a noise disclosure statement, both of which will be recorded as deed restrictions <br /> and/or C.C. and R.'s applicable to the property in perpetuity to all successor property <br /> owners. This request corresponds to that of Stockton Metropolitan Airport. <br /> The site plan indicates that a retention pond is planned on the property. Retention <br /> ponds and other bodies of water tend to attract birds and thereby pose a hazard to <br /> aircraft. The ALUC recommends that the applicant provide protective netting and/or <br /> assure that the pond drains in 24 hours under normal conditions and within 48 hours in <br /> storm conditions to prevent the creation of a bird hazard. <br /> Finally, public schools within 2 miles of an airport runway must be evaluated by the <br /> State Department of Transportation, Division of Aeronautics as to their safety and <br /> high noise levels. In general, public schools may not be located directly under flight <br /> paths. The private school facilities in this site plan are not located under a flight path, <br /> so the safety hazards are minimal.
