Analysis <br /> During the last several months, the City of Lathrop has been involved with selecting potential sites for <br /> construction of a wastewater treatment plant to serve the City. One site identified early in the site <br /> selection process was located on Roberts Island, in the unincorporated portion of the County, and within <br /> the Delta Primary Zone. Numerous farmers and residents of Roberts Island were opposed to the City's <br /> proposal, and the City subsequently dropped the Roberts Island site from the list of potential sites being <br /> considered. <br /> To prevent such uses from locating in the area in the future, several people from Roberts Island requested <br /> that the Board of Supervisors amend the County's General Plan to prevent this type of use from locating <br /> in the Delta Primary Zone. Thus, the Board of Supervisors directed the Community Development <br /> Department to process this General Plan Text Amendment. <br /> As presently worded, this Text Amendment would cause the existing sewage ponds belonging to the <br /> Housing Authority in Thornton to become nonconforming, and thus, they would not not be permitted to <br /> be expanded. The Housing Authority has stated that they do plan to expand the sewage treatment facility <br /> in Thornton in the future. One solution to this potential problem would be to add the word "new" to the <br /> beginning sentence of the proposed text change,which would result in the Text Amendment only applying <br /> to new facilities and not to expansions of existing facilities such as in Thornton. <br /> San Joaquin County GP-94-10/San Joaquin County <br /> Community Development Page 3 <br />
