SAN JOAQUIN VALLEY UNIFIED <br /> AIR POLLUTION CONTROL DISTRICT <br /> SAN JOAQUIN COUNTY ZONE <br /> Suggested Mitigation Measures <br /> A. Emissions generated during the construction process are of concern to the District. The following <br /> dust control practices should be implemented: <br /> 1) All material excavated or graded should be sufficiently watered to prevent excessive amount <br /> of dust. Watering should occur at least twice a day with complete coverage, preferably <br /> in the late morning and after work is done for the day. <br /> 2) All clearing, grading earth moving or excavation activities shall cease during periods of <br /> high winds greater than 20 mph average over one hour. <br /> 3) All material transported off-site shall be either sufficiently watered or securely covered to <br /> prevent excessive amount of dust. <br /> 4) The area disturbed by clearing, earth moving or excavation activities should be minimized <br /> at all times. <br /> 5) The developer should mow instead of disking for weed control, thereby leaving the ground <br /> undisturbed and with a mulch covering. <br /> B. After clearing, grading, earth moving, or excavation operation, fugitive dust emissions during <br /> construction phase should be controlled by the following methods: <br /> 1) All inactive portions of the construction site should be seeded and watered until grass growth <br /> is evident. <br /> 2) All active portions of the site shall be sufficiently watered to prevent excessive amount of dust. <br /> C. At all times fugitive dust emissions should be controlled using the following procedures: <br /> 1) On-site vehicle speed shall be limited to 15 mph. <br /> 2) All area with vehicle traffic should be watered periodically for stabilization of dust <br /> emissions. <br /> 3) Use of petroleum-based dust palliative shall meet the road oil requirements of the District's <br /> Rules 409.5 Cutback Asphalt Paving Materials. <br /> 4) Streets adjacent to the project site should be swept as needed to remove silt which may <br /> have accumulated from construction activities. <br /> D. At all times, ozone precursor emissions should be controlled by the following methods: <br /> 1) All internal combustion engine driven equipment should be properly maintained and well <br /> tuned according to manufacturer's specifications. <br /> 2) During the smog season (May through October), the construction period should be <br /> lengthened so as to minimize the number of vehicles and equipment operating at the same <br /> time. <br />
