<br /> On February 19, 2009 the San Joaquin County Environmental Health Department (EHD) notified
<br /> you that at least one additional monitoring well was required to be installed at this site and that a
<br /> work plan was due March 31, 2009. The work plan has not been submitted as required.
<br /> Since your site is in an area where drinking water is supplied by on site wells, the investigation,
<br /> delineation and remediation of the contamination is a priority. The EHD commented in
<br /> correspondence dated July 15, 2004, July 27, 2005, and September 15, 2005 that the vertical
<br /> extent of the contamination at the site had not been delineated and must be investigated further.
<br /> Currently only MW-1 contains ground water and it is the only well monitoring the effectiveness of
<br /> the newly activated remedial system. The other three monitoring wells have not been sampled
<br /> since June 6, 2008. Your site is not adequately characterized, the ground water is not adequately
<br /> monitored, and you have not complied with February 2009 directives to provide a work plan. The
<br /> State Water Resources Control Board (SWRCB) Clean Up Fund (CUF) will be notified of the non-
<br /> compliance status of your site unless immediate steps are taken to address these concerns. In
<br /> addition, the site may be referred to the Central Valley Regional Water Quality Control Board
<br /> (CVRWQCB) for enforcement action.
<br /> Monitoring well MW-1 is to be sampled quarterly until the other three monitoring wells at this site
<br /> are capable of being sampled. After the other wells have been sampled and the EHD has
<br /> reviewed the data on Geotracker, modifications to the ground water sampling frequency can be
<br /> made.
