T & T Trucking page 2 11396 Hwy 99 Frontage N, Lodi Work Plan Comment EHD approves pilot testing for the ART pilot test with the following conditions: 1. a test of all constituents of the ART system is to be conducted, to include the DPE components discussed in the Pian and addendum, (GWElcirculation + SVE and IAS) and, 2. a constant soil vapor extraction is to be applied in VEW-1 at all times following it's installation until the risk of MtBE vapor causing additional impact to the ground water has been shown to be reduced to negligible levels. EHD cannot allow the soil vapors containing elevated levels of contaminantion in the vadose and upper level of the proposed VEW-1 to intermingle with the ground water in the lower screened interval of VEW-1. Constant SVE in VEW-1 should minimize the potential for residual MtBE in the vadose to become dissolved in the already highly MtBE impacted ground water. As ART technology has not been used in San Joaquin County, EHD has discussed the proposal with the State Water Resources Control Board (SWRCB) Clean Up Fund (CUF) technical staff to determine if the costs for this technology will be reimbursed. EHD recommends you contact the SWRCB for reimbursement preapproval for this work prior to finalizing your proposed work. UST regulations allow for interim remedial action to be conducted concurrently with the investigative phase. B&C has concluded that the vertical extent of the contaminant plume has not been established and EHD has concerns that a full understanding of the contaminated soil mass and migration pathways has not been demonstrated. EHD will require additional investigation be conducted at the site to address these concerns in the very near future. A full remedial action plan cannot be approved until the nature and extent and lateral and vertical limits of the plume are defined.
