(Aegis), would like to request your permission to gain access <br /> to your property located at 14851 South State Route 99, in Manteca, across the road from <br /> Moore Petroleum (now leased to Frank's Exxon). As 1 discussed with you on the <br /> telephone, environmental work has been done at the service station since 1988. In order <br /> to show that the soil and groundwater are not contaminated beyond the western end of <br /> the station (as is being required by the San Joaquin County Public Health Services) we <br /> need to do some work on your property. <br /> The work would consist of performing a test known as a HydroPunchtm in one location <br /> and drilling a well in another location (Figure 1). These are approximate and the exact <br /> locations can be chosen after all underground utilities have been identified. In the <br /> HydroPunch test, a narrow (2-inch-diameter) hole will be drilled to a depth of <br /> approximately 35 feet. A water sample will be collected and the hole backfilled with clean <br /> soil. The sample will be sent to a laboratory for chemical analysis. The HydroPunch test <br /> will involve 1 day of fieldwork. There will be no permanent installation. <br /> The monitoring well will be installed to a depth of 40 feet. Aegis will work with you to <br /> ensure that the well will be placed in a location that will not interfere with any future <br /> development on your property. We will schedule a meeting at the site to pick a mutually <br /> agreeable well location. The well will be completed flush with the surface grade, with a <br /> locking well cover. After completion of the well, the site will be cleaned and restored to <br /> its condition prior to entry. <br /> Aegis will need to check the monitoring well periodically to measure water levels and to <br /> collect water samples for chemical analyses. Water level measurements will be obtained <br /> monthly and water samples will be collected on a quarterly basis.
