(Aegis), would like to request your permission to gain access to your property located at 14851 South State Route 99, in Manteca, across the road from Moore Petroleum (now leased to Frank's Exxon). As 1 discussed with you on the telephone, environmental work has been done at the service station since 1988. In order to show that the soil and groundwater are not contaminated beyond the western end of the station (as is being required by the San Joaquin County Public Health Services) we need to do some work on your property. The work would consist of performing a test known as a HydroPunchtm in one location and drilling a well in another location (Figure 1). These are approximate and the exact locations can be chosen after all underground utilities have been identified. In the HydroPunch test, a narrow (2-inch-diameter) hole will be drilled to a depth of approximately 35 feet. A water sample will be collected and the hole backfilled with clean soil. The sample will be sent to a laboratory for chemical analysis. The HydroPunch test will involve 1 day of fieldwork. There will be no permanent installation. The monitoring well will be installed to a depth of 40 feet. Aegis will work with you to ensure that the well will be placed in a location that will not interfere with any future development on your property. We will schedule a meeting at the site to pick a mutually agreeable well location. The well will be completed flush with the surface grade, with a locking well cover. After completion of the well, the site will be cleaned and restored to its condition prior to entry. Aegis will need to check the monitoring well periodically to measure water levels and to collect water samples for chemical analyses. Water level measurements will be obtained monthly and water samples will be collected on a quarterly basis. You will be supplied with all the water level measurements and analytical data.
