"Ili <br /> Environmental PERM I T/SEPI'i U.Ea <br /> IR/I Consultants, Inc. <br /> 3330 Data Drive <br /> Rancho Cordova, CA 95670 <br /> 916/638-2085 <br /> FAX:916/638-8385 <br /> November 3, 1989 <br /> Ms. Diane Hinson <br /> San Joaquin Local Health District <br /> 1601 East Hazelton Avenue <br /> Stockton, California 95205 <br /> Subject: Soil Management Plan <br /> 14800 West Frontage Road <br /> Manteca, California <br /> Delta Project No. 40-88-479 <br /> Dear Ms. Hinson: <br /> Mr. Jerry Moore is scheduled to remove and replace his underground storage tanks (USTs) at the <br /> above-referenced site on or about November 20, 1989. The purpose of this letter is to describe the <br /> soil management plan developed by Delta Environmental Consultants, Inc. (Delta), to manage soils <br /> (if any) that are found to contain petroleum constituents during removal of the USTs. <br /> After removal of the USTs from the tank basin, Delta personnel will collect soil samples and submit <br /> them for analysis to a California-certified laboratory according to the guidelines for sampling and <br /> analysis presented in the Tri-Regional Recommendations as revised May 18, 1989. Based on the <br /> results of the analyses of soil samples from soil borings at the site (see Delta's report titled <br /> Preliminary Hydrogeologic Assessment Report, September 8, 1989) Delta anticipates that 100 to 200 cubic <br /> yards of soil in or about the tank basin will contain detectible levels of petroleum constituents. Delta <br /> proposes to stockpile this soil on site, sample the stockpile, and submit an application for aeration <br /> (with analytical results) to the San Joaquin County Air Pollution Control District (SJCAPCD). <br /> After approval is obtained for on-site aeration, Delta will proceed to aerate the stockpiled soils. In <br /> order to control any potential runoff, soils will be aerated within an area confined by 1- to 2- foot- <br /> high berms composed of clean soil. Aerated soil will be underlain by plastic in order to provide an <br /> impermeable barrier between soils containing petroleum constituents and underlying clean soils. <br /> A soil venting system, similar to the one installed at Mr. Moore's Yosemite Avenue station in <br /> Manteca, may be installed within the tank excavation, pending results of soil analyses from beneath <br /> Practical Solutions to Environmental Concerns <br />
