Box 67 <br /> Banta, California 95304 <br /> Re: First Quarter 1995 Groundwater Monitoring Report, Frank's Exxon No. 4. <br /> 14800 West Frontage Road, Manteca, California Claim No. 83Z-159 <br /> Dear Mr. Moore: <br /> This letter report presents the results of the first quarter 1995 groundwater monitoring event <br /> and groundwater remediation system construction and startup activities conducted during the <br /> first quarter 1995 for the Frank's Exxon no. 4 service station, located at 14800 West Frontage <br /> Road. Manteca, California (see Figure 1). Groundwater sampling for the first quarter 1995 <br /> Oil <br /> monitoring event was conducted on February 21, 1995, by EMCON consistent with the <br /> sampling and analysis procedures described in Attachment A. <br /> BACKGROUND <br /> The project site is located on the west side of State Highway 99, on the northern outskirts of <br /> Manteca, California, in a commerciaVagricultural area. Frank's Exxon no. 4 is an active service <br /> station. Aegis Environmental (Aegis), now known as Fugro West, Inc., began quarterly <br /> groundwater monitoring at the site in January 1991. EMCON assumed quarterly monitoring <br /> activities in March 1994. <br /> i <br /> Earth Treatment Systems, Inc., installed two groundwater monitoring wells (MW-l and <br /> MW-2) at the site in August 1999. Low concentrations of petroleum hydrocarbons were <br /> detected in both groundwater and soil samples collected from MW-1 and MW-2. Delta <br /> Environmental Consultants, Inc., installed wells MW-3 and MW-4 in April and May of <br /> 1989. Low to moderate concentrations of petroleum hydrocarbons were detected in soil <br /> and groundwater samples collected from MW-3 and MW-4. Three 10,000-gallon <br /> underground fuel storage tanks were removed from the site in November 1989. Petroleum <br /> hydrocarbons were detected in soil samples collected from beneath the underground <br /> storage tanks and product lines.
