Page l of I
Alfonso Arambula [EH]
From: Robert McClellon [EH]
Sent: Tuesday, June 08, 2010 3:35 PM
To: Benjamin Escotto [EH]; Alfonso Arambula [EH]; Natalia Subbotnikova [EH]
Subject: FW: Changes in CalRecycle's Northern California Tire Enforcement Section
From: Strough, Barbara [mailto:Barbara.Strough@CalRecycle.ca.gov]
Sent: Tuesday, June 08, 2010 9:38 AM
To: Undisclosed recipients
Subject: Changes in CalRecycle's Northern California Tire Enforcement Section
Good morning Northern California Grantees. I'm writing this e-mail today as both the supervisor of the
statewide TEA grant program AND the Northern California Tire Facilities enforcement section.
I know that we have all had to make adjustments during the past couple of years because of the
economic situation and I wanted to inform you of a few adjustments that will soon be taking place in my
section.
Of the 4 inspector positions I started with, 1 was permanently transferred to the Riverside office and 2
have retired(Tom Micka and Bill Motmans). Tom Micka's position is being left open for an unspecified
length of time for salary savings, and I do not know if or when I'll be allowed to fill Bill's position.
(Bill's last day in the office will be June 10, 2010.)
In addition to the staffing challenges, CalRecycle management has recently changed the work priorities
for Northern California Tire Enforcement inspectors and grants managers. They have asked that staff
now spend as much time doing inspections in non-grantee areas as they spend providing grantee support
or managing grants. As a result of these reduced staffing levels and changed priorities, there will likely
be delays in our responses to your e-mails and phone calls. Additionally, we will have less time
available to: provide feedback on the completeness and adequacy of the Survey and Inspection reports
you submit; review grant performance and surveillance reports; and, review payment request supporting
documentation.
I'm sorry for the consequences of the reduced staffing levels and changed priorities, but that's the reality
of the situation and I wanted you to hear it directly from me rather than wonder why you're not getting
the same level of support you've received in the past. There may, of course, be additional changes when
the new budget is signed and I will keep you informed.
Please contact me directly if you have any questions or comments about information contained in this e-
mail.
Barbara Strough, Supervisor
Tire Facilities—North
Waste Tire Enforcement Grant Program—Statewide
(916) 324-1710
6/30/2010
