R5-2003-0099. Review of the self-monitoring report for June 2003
revealed the following violations:
• WDRs Effluent Limitation C.2 requires that the month average Total Suspended Solids (TSS)
concentration not exceed 40 mg/L. In the June monitoring report, the monthly average was 50 mg/L.
• WDRs Effluent Limitation C.2 requires that Biochemical Oxygen Demand (BOD) concentrations not
exceed 80 mg/L as a daily maximum and 40 mg/L as a monthly average. In the June report, the
sample collected on 23 June contained 85 mg/L, and the monthly average was 66.5 mg/L.
These violations are considered very serious because continued discharge of elevated concentrations of
BOD and suspended solids will result in seepage pit plugging and reduced disposal capacity. Arbor
Mobile Home Park recently spilled wastewater to the surface as a result of diminished disposal capacity.
Further spills may result in additional enforcement actions, which could include imposition of
Administrative Civil Liabilities.
By 3 October 2003, Arbor Mobile Home Park shall submit a report describing how it will comply with
the TSS and BOD requirements of its WDRs. If you have any questions about this requirement or
Notice of Violation,please call Tim O'Brien at(916) 255-3116.
WENDY WYELS, Chief
Waste Discharge to Land Unit
cc: Mike Huggins, San Joaquin County Environmental Health Department, Stockton
California Environmental Protection Agency
C3 Recycled Paper
The energy challenge facing California is real.
