Hwy 99 <br /> Stockton, CA <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed the <br /> letter dated December 4, 2004, from High Tech Enterprises, regarding the septic tank <br /> and well on your property referenced above. The EHD provided a separate written <br /> response to High Tech Enterprises, dated January 10, 2005. The EHD is providing this <br /> response that is specific to your site. <br /> In a letter dated May 25, 2004, the EHD notified you that this property had been placed <br /> on the EHD list of Underground Injection Control (UIC) sites, because chemicals were <br /> found in the sample of the sewage from your septic tank. The EHD implements the UIC <br /> program locally for the United States Environmental Protection Agency, under the <br /> authority of the Safe Drinking Water Act. The EHD explained that further investigation <br /> was needed to determine if the chemicals found in the septic tank had flowed into the <br /> subsurface soil from the septic system leach lines and seepage pits, resulting in <br /> chemical contamination of the groundwater. <br /> In the May 2004 letter, the EHD notified you that the site would remain an open case <br /> until a proper investigation had been conducted, and that the investigative work and <br /> reports related to closure of the UIC case had to be signed by a California Registered <br /> Geologist (R.G.) or Professional Engineer (P.E.)with a professional level of expertise in <br /> the field of site investigation. The EHD provided options for the investigation that were <br /> to be evaluated, and an environmental consulting firm was to submit a plan for the <br /> chosen investigation to the EHD. After the investigation was completed, a report with an <br /> evaluation of the findings and conclusions was to be signed by an appropriately <br /> registered R.G. or P.E. and submitted to the EHD. The EHD also required that the <br /> septic tank contents be removed and disposed of appropriately, and that the EHD staff <br /> be able to inspect the empty tank for cracks or leaks prior to further use of the tank. <br /> Apparently, you arranged for a water sample to be collected from your well on June 11, <br /> 2004, and be analyzed by a laboratory, without notifying or discussing the action with the <br /> EHD. These water sample results were not recognized by the EHD as part of the site <br /> investigation, since the EHD staff did not witness the sample collection. <br />
