Finucane,PE, QEP, CSP, CIH <br /> Subject: San Joaquin County Environmental Health Department requirements for the final settle- <br /> ment of the septic tank/water well situation at the Saint Francis Motel, 5708 North <br /> Highway 99 Frontage Road, Stockton,CA 95212 <br /> Pursuant to our telephone conversation of Wednesday, 1 December 2004, I would like to provide a <br /> summary of information all of which relates to the matter of the Saint Francis Motel's septic tank and <br /> water well. I will start with a chronology. <br /> 1. In late April, 2004, Room#108 of the Saint Francis Motel was found to have been used to manu- <br /> facture crystal methamphetamines. The room's occupants were arrested and the room sealed <br /> off. <br /> 2. Shortly thereafter, members of CRACKNET cleared the room of: (1)raw material chemicals, (2) <br /> manufacturing intermediates, (3)finished product chemicals, and(4) the apparatus used in the <br /> overall operation. The CRACKNET team also performed a visual examination of the motel <br /> room with the goal of determining if there might have been any area in it where a hazardous spill <br /> could have occurred. Their determination was that there had been no such spill. At this point the <br /> room was tagged to prevent any future human occupancy until all interior hazards were deter- <br /> mined objectively to be absent. <br /> 3. In early May, 2004, I was contracted by the Saint Frances Motel to clear this motel room. I de- <br /> termined—using a pair of calibrated ambient air analyzers, and systems designed to identify any <br /> area of acidic or basic residues—that there were no chemical residues hazardous to human occu- <br /> pancy within Room#108 of the Saint Francis Motel. To document this determination,I issued <br /> High Tech Enterprises Report#040501-L stating this conclusion. <br /> 4. Pursuant to your department's additional requirement, I contracted to have the contents of the <br /> Saint Francis Motel's septic tank sampled and analyzed by Geoanalytical Labs of Modesto, CA, <br /> a certified analytical laboratory. Their effort was focused on analyzing for a broad spectrum of <br /> organic chemicals,the tank's pH, and for the presence of iodine,iodide ions,chloride ions,etc. <br /> The results of this sampling and analytical effort(including both the proper Chain of Custody <br /> documentation and a complete listings of all the analytical results) were described by me in High <br /> Tech Enterprises Report#040501-L-F. This Report included copies of all of Geoanalytical <br /> Lab's analytical results and other documentation as an Appendix. The lab's analyses clearly in- <br /> dicated that the mass of potentially hazardous chemicals present in this septic tank was extremely <br /> low; the quantities of these chemicals present in this tank was judged by me to be insignificant. <br /> A copy of this report and its appendix was forwarded to your office. <br /> 5. In addition,it is my professional judgment that the trace chemicals that were determined to be <br /> present were extremely unlikely to have been introduced into this system as a result of the dis- <br /> posal of chemicals used in the manufacture of methamphetamines, which, if I am not mistaken, <br /> was the sole purpose of the county's demand to have the contents of this septic tank analyzed. <br /> 6. Shortly later, the Geoanalytical Lab's report of the contents of the septic tank was shown to a <br /> local septic tank company which, in turn,determined that the contents were perfectly safe for <br /> them to pump and dispose in a routine manner. This septic tank pumping and disposal process <br /> was completed,I believe, in early June, 2004. <br /> 7.
