WASHINGTON. G.C. 20460
1 ` 7v1 11 X965 OFFICE OF
SOCIO WASTE A-140 EMERGENCY AESPONS
MEMORANDUM
SUBJECT: Intrim Thresholds for Toxic Gas Generation
-Rea tivity (§261 .23 (a) (5) )
FROM: Eil en• Claussen, Director
Cha acterization & Assessment Division (WH-5623)
TO: Sold Waste Branch Chiefs, Regions I to X
• Over the ast year, we have received many inquiries about
how to evalua a wastes for reactivity ( §261 .23 (a) (5 ) ) • We have
initiated a nu ber of 'studies in this area, and expect to propose
a cuantitative threshold for toxic gas generation reactivity
in December of this year: On an interin, basis, however, we
feel strongly at wastes releasing -or_ thin the fo:lc%,!4
.levels of .toxi gas should be regulated as hazardous :wase,s:
Total vailable Cyanide: '250 mg HCN/Kg waste
Total vailable Sulfide: 500 rag R2S/Kg waste
- - The available yanide or sulfide should be measured using the
attached draft testing methods . Work currently being done on
the agitation d waste introduction steps may result in
significant ch nges in the subsequent proposed test. Howeyer,
pending the co clusion of the investigations, we recommend use
of this draft rocedure.
I have at ached a brief outline of the methodology we have
employed to de ive these interim thresholds. Work on estimating
dispersion fac ors, however, is currently in progress. Any
comments or su gestions you may have with respect to either the
draft test met od or the approach to establishing thresholds
would be appre iated.
