grinding wa to exhibit any hazardous characteristics. Up to this date, these
wastestrea were managed as solid waste and disposed of to the municipal
landfill.
Uponconfir ation of the hazardous waste classification by An Lab, the
C
ontainerize sand blast waste is added ata 10% ratio to the filter cake heavy
metal waste generated by the pretreatment system and manifested offsite for
recycling.
The floor s eep is containerized and shipped to Chemical Waste Management in
Kettleman ity. In 1993, the floor sweep and other debris totaled 2.975 tons.
Due to high cost associated with managing this identified wastestream, Stockton
Plating, Inc*
lected to change their procedure for bumper reconditioning. Badly
damaged bu pers are no longer repaired for plating. Instead, these bumpers are
sent to a me al recycler and new steel stamped bumpers are used. Five
employees w re laid off due to this reduction in labor intensive production.
Approximat ly one 55 gallon drum of grinding waste and sanding waste is
currently ge erated at their respective production locations each quarter.
Paint/solvent waste, and various contaminated debris (wood planks, used plating
tanks, platin tank liners, etc.) make up the majority of the secondary waste
generated at the Stockton Plating plant. In 1993, 0.1755 tons of paint waste was
manifested f r disposal. The waste paint was transported and disposed of by
Safety Kleen Corporation, 10625 Hickson St., Unit C, El Monte, CA 91731. Haz
Control, Inc., 731 Renz Ln., Gilroy, CA 95202 hauled one shipment of debris
waste onMa ch 22, 1993 but was replaced by Chemical Waste Management in
September. he total tonnage for debris waste, including hazardous floor sweep,
is 2.975 as st ted earlier.
The total ha rdous waste manifested for recycling or disposal in 1993 was 43.10
tons.
VIL VIOLATION
The facility ( luminum anodize and the job production area) is not maintained
and operated to minimize the possibility of a release of hazardous waste of
hazardous wa to constituents to the soil or groundwater which could threaten
human healt or the environment. The cement floor is badly deteriorated in the
strip area wh re the cleaners and acids drain from the tanks and onto the floor.
VIII. OBSERVATI NS:
I arrived onsi a at approximately 9:30 a.m. and met with Del Parks, the
Environment 1/Safety Manager. Mr. Parks escorted me to his office where I
asked for and received consent to perform the annual routine hazardous waste
generator insf ection.
4
