Powell Trucking, Inc. <br /> Subject: Compliance Action-Items <br /> Ms. Baker: <br /> Please find the following itemized proposals to bring the commercial-freight transport facility located at <br /> 23545 E Arthur Rd; Escalon, CA 95320 into compliance with local guidelines per your NOV of 2018 within <br /> a period of 90 days (due date: 8/1/2020) due to construction of fuel-storage assets which represent a <br /> series of OPTIONAL submittals: <br /> Secondary Containment of 12,000 gallon Diesel AST: <br /> Option 1—increase the existing masonry berm from 5,000 gallons to 12,000 gallons by vertically <br /> increasing each of the four walls. <br /> Option 2---construct/install a 7,000 gallon doublewall reservoir tank t/b plumbed from the berm to the <br /> said AST as a catch-basin in the event of a primary-vessel failure. <br /> Option 3---insert a UL-listed bladder inside the primary chamber of the 12,000 tank. <br /> It is our understanding that no 2ndary containment is required for the 300-gallon DEF (diesel exhaust <br /> fluid)AST located in the service bay. <br /> It is our understanding that no Title 22 waste-oil assessment is prescribed for our facility based on our <br /> small quantity of waste-oil generated. <br /> It is our understanding that removal of all 1-gallon containers from the 300-gallon 15W40/new oil AST <br /> will satisfy local Fire Code requirements. <br /> Please advise pro-fees generated by the CUPA to-date (@ the rate of$152/hr)for analysis of our <br /> submittal(s). It is our understanding that approval of the aforementioned action-items will place our site <br /> in compliance with federal, state and local fuel-storage requirements as stipulated in 40CFR112 (US EPA) <br /> as well as APSA (California/San Joaquin CUPA) requirements. <br /> Thank you for your prompt response to these submittals so that A.L.
