BACKGRO <br /> On March 2, 1 88, Public Health Services signed a "Memorandum of Understanding" with the <br /> Department of Health Services, now known as Cal EPA Department of Toxic Substances Control, <br /> authorizing P S-EHD to perform hazardous waste generator inspections in San Joaquin County. <br /> Between 1984- 986 PHS-EHD investigated six complaints about TVG plant concerning "bad <br /> odors" coming om the cannery. <br /> On October 1, 987, PHS-EHD investigated a complaint received on September 30, 1987, <br /> concerning an irbome contaminant on Eight Mile Road near TVG. The airborne contaminate <br /> was causing m cous membrane irritation. Although the Waterloo-Morada Fire Department <br /> confirmed the Presence of a cloud causing mucous membrane irritation on Eight Mile Road near <br /> TVG, Laurie Coltulla, REHS, of PHS-EHD, could not find any resident near the cannery who had <br /> knowledge of a,release or symptoms. <br /> On September '2, 1989, TVG reported a chlorine gas release to the National Response Center. <br /> The chlorine g s release occurred when an electrician forgot to shut off the main valve to the <br /> chlorine flow meter before attempting to make repairs. The electrician and two other employees <br /> were treated atl a local hospital and released. Kasey Foley, RENS, of PHS-EHD investigated the <br /> release. <br /> TVG has a CenCral Valley Regional Water Quality Control Board Discharge Permit #88147. TVG <br /> was last inspected by the Regional Board in August 1991. TVG was in compliance at the time of <br /> the inspection. <br /> V. GENERAL DES(IWPTION OF FACILITY: <br /> TVG has been located at 3200 E. Eight Mile Road since 1928. The facility is located on <br /> approximately 80 acres. TVG processes raw agricultural products (cherries and tomatoes) into <br /> finished produc . <br /> VI. HAZARDOUS WASTE ACTIVITY DESCRIPTION: <br /> 1. TVGg e�erates solvent wastes associated with the repair and maintenance of cannery <br /> equipm nt. The solvents are picked up by Safety Kleen. In 1990,TVG generated 6,608 <br /> pounds (3.3 tons) of solvent waste for recycling. <br /> 2 <br />
