Advanced
GeoEnvironmental , Inc .
03 February 2012 RECEIVED
AGE-NC Project No. 11-2040
2012
Mr. Gary Stuart ENVIRONMENTAL HEALTH
COMMUNITY BANK OF SAN JOAQUIN PERMIT/SERVICES
22 W. Yokuts Avenue
Stockton, California 95207
Subject: Phase II Environmental Assessment Report
Roek Property - Highway 99
3736 South Highway 99, Stockton, California
Dear Mr. Stewart:
At your request, Advanced GeoEnvironmental, Inc. (AGE) has prepared this Phase 11
Environmental Assessment Report for the property located at 3736 South Highway 99,
Stockton, California. The scope of work included advancement of six soil borings for
collection of soil samples. The location of the site is illustrated in Figure 1. A plan of the site
is illustrated in Figure 2. Upon your approval, copies of this report will be transmitted to
Mr. John Yoakum of the San Joaquin County Environmental Health Department
(SJCEHD).
INTRODUCTION/BACKGROUND
It is our understanding that a truck repair facility has operated at the site (Warehouse 4)
since the mid- to late 1980s. During a recent site reconnaissance, oil staining was noted
in several locations throughout the truck repair/maintenance area. Additionally, mixed
water and oil was observed flowing into a storm collection drain, underneath a parked truck
in the area of Warehouse 4.
A review of historical records indicate that two underground storage tanks (USTs) were
removed from the property in March 1987. Soil samples collected beneath the USTs
contained total extractable hydrocarbons, benzene, xylene, toluene and other volatile
hydrocarbons at maximum concentrations of 3,300 milligrams per kilogram (mg/kg),
0.6 mg/kg, 89 mg/kg, 11 mg/kg and 840 mg/kg, respectively.A subsequent deeper sample
contained toluene, xylene and total volatile petroleum hydrocarbons at concentrations of
1.2 mg/kg, 5.4 mg/kg and 13 mg/kg, respectively. Based on this information the case was
closed by the local regulatory agency. However, this release was never assessed to
determine the full vertical and lateral extent of the impacted soil.
837 Shaw Road• Stockton, CA 95215
Tc1cphonc(209)467-1006 •Fax (209)467-1118
