Main Street <br /> Stockton, CA 95202 <br /> Subject: Request for Release of liability properties, State Route 99, South Stockton 6-Lane <br /> Widening, City of Stockton, San Joaquin County, California <br /> Dear Ms. Foley: <br /> The California Department of Transportation, District 6 (Caltrans) and the Federal Highway <br /> Administration, in cooperation with the City of Stockton, and San Joaquin Council of <br /> Governments, propose to widen State Route 99 with improvements, within the project limits. <br /> The proposed South Stockton 6-Lane Widening project is located along the eastern edge of the <br /> city, where State Route 99 passes through the city and county jurisdictions between Arch Road <br /> and the SR-4 Crosstown Freeway. Three alternatives have been studied during the <br /> environmental process. <br /> This letter is written regarding the above referenced project, which is identified as 10-3A1002. <br /> Caltrans is requesting a release of liability for existing contamination at a property it will acquire <br /> as part of the Improvement Project. According to County records and verbal testimony, asbestos <br /> containing materials (ACMs) were disposed and buried on the property. In addition, this office <br /> conducted a site investigation in April 2010 confirming the presence of ACMs on the property. <br /> This office is requesting a"Comfort Letter" from the San Joaquin County Environmental Health <br /> Department (SJCEHD), which briefly describes the historical operations at the site, including <br /> past releases of hazardous substances and their impact to soil, current site conditions including <br /> the extent of contamination, activities performed at the site to address hazardous substances <br /> contamination and identifies a primary responsible party(PRP). <br /> Caltrans understands that the SJCEHD will require the PRP to continue to fulfill its obligations <br /> and comply with all requirements for assessment, cleanup, and post remedial action monitoring <br /> where necessary, and will not take enforcement action against Caltrans for existing <br /> "Caltrans improves mobility across California" <br />
