3 <br />K. <br />1 <br />2 <br />3 <br />4 <br />5 <br />1-i <br />7 <br />L. <br />FEATHER RIVER CANYON <br />Interviews the engine crew and other witnesses to determine rules <br />compliance. <br />Other Departmental Resources - Local <br />Proceed to the scene of the emergency by the quickest transportation <br />available. <br />Conduct the initial job safety briefing for Company employees, its <br />contractors and representatives from public agencies to ensure that all <br />persons are informed of the types and quantities of hazardous materials <br />present and the potential harm from exposure to the commodities. <br />Lead a damage assessment team to determine the extent of damage to <br />rail cars, if hazardous materials have been released and threat to the <br />environment. <br />Take actions to control the release of hazardous materials. <br />Advise the Superintendent of the extent of damage to rail cars <br />transporting hazardous materials, types and quantities of hazardous <br />materials which have been released, the effect on emergency operations <br />caused by these events and recommendations on how to proceed in a <br />safe manner. <br />Arrange for response of Radian Corporation (UPRR's air toxic <br />monitoring contractor) and hazardous materials spill clean-up contractor, <br />with the concurrence of the Superintendent. <br />Act as liaison for the Superintendent with local emergency response <br />agencies, environmental contractors, shippers representatives and others, <br />as requested. <br />Arranges for additional manpower and equipment to ensure the MCTS <br />has adequate resources. <br />15 <br />
