Currently we are undergoing our routine <br />"Permit by Rule' testing program to determine if the influent to <br />the plant is hazardous. <br />violation f20 - 66262.34 (CCR) Failed to properly label <br />containers of ha ardous waste. <br />Effective i ediately, all hazardous waste containers shall be <br />labeled accordin to State and Federal regulations. <br />This p rticular violation refers to the label on the <br />hazardous waste dumpster in the storage building outside the <br />locomotive shop. This label was immediately discussed with the <br />Manager on site and corrected. All labels will be filled out <br />correctly and le ibly. <br />violation # 2 - 256160(b)(3) HSC) Failed to submit TSDF <br />manifest to the pepartment for Out -of -State shipments. <br />Effectivemmediately, all manifests for out-of-state <br />shipments shall e submitted to the Department of Toxic Substance <br />Control within t e 30 day timeframe as outlined on the California <br />manifest. <br />This vi lation refers to the handling of all shipments of <br />out-of-state haza dous waste. This new practice has been discussed <br />with all Managers who have out-of-state shipments and a copy of the <br />returned TSDF man fest will be made and submitted to the Department <br />of Toxic Substanc Control. <br />Violation #416 - 66265.53(a) (CCP.) Contingency plan not on <br />site. <br />Effective immediately, an updated Stockton Facility <br />contingency plan ill be placed on site and remain there for review <br />by the Department and for the use of on-site personnel. <br />violation #4� - 66265.16 (CCR) Personnel training records <br />incomplete. <br />Request a 30 day extension - February 23, 1995 - to enabled <br />complete training records for Stockton Facility personnel to be <br />placed on site fo employee use and Department's review. <br />Annual training for employees handling hazardous waste at <br />
