ENVIRONMENTAL HEALTH <br />4042 Patton Wa <br />�'E?MlT�4Et�,i�rcc <br />Bakersfield, California 93308 <br />Dear Mr. White$ <br />Please refer to the telephone conversation between <br />yourself and Mr. Jeff McDermott of my staff on March 2, 1990, <br />regarding the abandonment of 4.35 miles of underground 4 -inch <br />diesel fuel pipeline in Stockton, California. <br />We w�sh to receive a turnkey proposal from your firm <br />for work asso sated with abandoning the diesel fuel pipeline. <br />The pipeline riginates at the Port of Stockton and traverses <br />through Stockt n to the former Western Pacific Railroad yard near <br />Union and Sixt Streets. Please review the enclosed copies of 17 <br />drawings devel ped for the construction of the pipeline in 1968 <br />by CEME CorporaItion for assistance in preparing your proposal. <br />Your proposal should address all aspects of the <br />project; which wll iinclude paying permits, working with govern- <br />mental agencie , conducting soil surveys, developing work plans, <br />and closing th pipeline. From discussion with Mr. Doug Wilson <br />of the Environ ental Health Department of San Joaquin County, the <br />following tentative project plan was developed: <br />1. Prepare a ork plan for a soil vapor survey along the length <br />of the pi eline. The interval of sampling has not been <br />establishe . <br />2. Conduct th soil vapor survey and report the results. <br />3. Prepare a ork plan for performing soil borings and analysis <br />at known pipeline leak locations. We are aware of two past <br />leak locat'ons. <br />4. Perform the soil analysis work and report the results. <br />
