<br />(4) A to which is used for aviation or motor vehicle fuel, which
<br />tank is locat d within one mile of a farm and used by a licensed pest
<br />control operat r, as defined in Section 11705 of the Food and Agricultural
<br />Code, who is p imarily involved in agricultural pest control activities.
<br />(5) Stru tures such as sumps, separators, storm drains, catch
<br />basins, oil field gathering lines, refinery pipelines, lagoons,
<br />evaporation ponds, well cellars, separation sumps, lined and unlined pits,
<br />sumps and lagoons. Sumps which are a part of a monitoring system required
<br />under Section 25291 or 25292 are not exempted by this section. Structures
<br />identified in this paragraph may be regulated by the board pursuant to the
<br />Porter -Cologne (Water Quality Control Act (Division 7 (commencing with
<br />Section 13000) f the Water Code) to ensure that they do not pose a threat
<br />to water qualit .

<br />25281.5. a) Notwithstanding subdivision (i) of Section 25281, for
<br />purposes of thi chapter 'pipe' means all parts of any pipeline or system
<br />of pipelines, ued in connection with the storage of hazardous substances,
<br />including, but of limited to, valves and other appurtenances connected to
<br />the pipe, pump ng units, fabricated assemblies associated with pumping
<br />units, and me ering and delivery stations and fabricated assemblies
<br />therein, but do s not include any of the following:
<br />(1) Aa terstate pipeline subject to 49 Code of Federal
<br />Regulations, Pa t_195.
<br />(2) An in rastate pipeline subject to Chapter 5.5 (commencing with
<br />Section 51010) f Part 1 of Division 1 of Title 5 of the Government Code.
<br />(3) Unbur ed delivery hoses, vapor recovery hoses, and nozzles which
<br />are subject to obstructed visual inspection for leakage.
<br />(4) Vent ines, vapor recovery lines, and fill pipes which are
<br />designed to pre ent, and do not hold, standing fluid in the pipes or
<br />lines.
<br />(b) In ad ition to the exclusions specified in subdivision (r) of
<br />Section 25281, underground storage tank' does not include vent lines,
<br />vapor recovery 1 es, and fill pipes which are designed to prevent, and do
<br />not hold, stand g fluid in the pipes or lines.

<br />25282. (a)l The department shall compile a -comprehensive master list
<br />of hazardous substances. The' master list shall be made available to the
<br />public and mail d to each local agency no later than June 30, 1984,
<br />notwithstanding any other provision of law, including Chapter 3.5
<br />(commencing with Section 11340) of Part 1 of Division 3 of Title 2 of the
<br />Government Code. Local agencies and owners or operators of underground
<br />storage tanks shell use the master list or, when adopted, the revised list
<br />adopted pursuant to subdivision (b), to determine which underground
<br />storage tanks, equire permits pursuant to this chapter. Hazardous
