Diesel fuel is transported to a 2,000 <br />barrel tank in the yard via a 4 -inch steel pipeline from two <br />Railroad -owned anks at the Port of Stockton. The total length <br />of the pipeline is about 4.5 miles. <br />Dueo current and anticipated petroleum market <br />conditions, the Railroad is converting our fueling operation to <br />receive fuel vi transport trucks instead of pipeline. Accord- <br />ingly, we des re to discontinue operation of the 4 -inch <br />pipeline. <br />Pursu nt to City of Stockton Ordinance Number 1849 -CS, <br />covering installation of the pipeline, and to the American <br />National Standa d for Liquid Petroleum Transportation Piping <br />Systems (ANSI B 1.4 - 1974), we propose to completely drain the <br />pipeline; purge successively with water, air and nitrogen; seal <br />the ends; and a andon it in place. <br />At you <br />comments and/or <br />involvement in <br />comments, we wi <br />have questions, <br />Mechanical Syste <br />mlm/bl-1 <br />earliest convenience, please advise me of your <br />recommendations as well as your anticipated <br />:he proposed abandonment.
