The Contingency Plan is the Union Pacific Hazardous Material Emergency Response Plan <br />(HMERP). The HMERP is used system -wide at every facility. It specifies the actions facility personnel are <br />authorized to take in reponse to all emergency situations. Per the HMERP, emergencies are to be <br />reported to the Response Management Communications Center (RMCC) who will, in turn, handle all <br />internal and external communications, including dispatching internal and external assets to the facility to <br />address the emergency. Other than small quantities of absorbents, all assets are brought to the site as <br />warranted by the situation. Evacuation plans (attached) are maintained by the facility supervisory <br />personnel. <br />112. The October 1, 2009, HMERP is the current plan and is present at the site. <br />113. Emergencies are dispatched by RMCC as noted above. Depending on the emergency, assets with <br />the appropriate site knwledge will be engaged to address the emergency. <br />117. It has been labeled to indicate a daily emptying cycle. <br />The bucket has also belen fitted with a lid that allows the hose to remain in place while the bucket is <br />covered. <br />605.
